Planning is eligible: grants for climate adaptation and water planning

Funding programmes are usually associated with construction measures — unsealing, green roofs, stormwater management. Less well known is that the current programmes explicitly recognise engineering planning as eligible costs: the EFRE funding announcement Klimaanpassung.Kommunen.NRW admits HOAI planning services up to and including work phase 6 — planning commissioned in conformity with procurement law from 1 Jan 2021 onwards does not count as a harmful premature project start. Under KfW 444, planning services of HOAI work phases 1–9 for the design of the specific project site are eligible.

That changes the calculation: a municipality does not have to reserve budget funds for the complete planning first in order to become eligible to apply at all. The planning that makes the application verifiable can itself be part of the funded costs. The sequence matters — anything beyond the admissible planning (such as the start of construction) must not be commissioned before approval, or it endangers the funding as a whole.

Two instruments run under the name Klimaanpassung.Kommunen.NRW: a project call for larger projects (of €200,000 or more in total eligible costs, competitive procedure with submission rounds) and — since 24 Nov 2025 — a funding announcement for low-threshold measures under €200,000 net total costs. Around €33 million from EFRE and state funds are available for the funding offer as a whole. Submission rounds of the project call are announced separately — the fourth round closed on 29 Jan 2026, and as of September 2026 no further round is open.

The conditions of the funding announcement: funding rate generally 80% of eligible expenditure, 90% for municipalities in budgetary emergency; economically active recipients receive up to 50%. Applications have been possible via EFRE.NRW.Online since 24 Nov 2025; the application deadline is 31 Dec 2026 (14:00). The grant must exceed €12,500 (municipalities and associations of municipalities) or €2,000 (all other applicants); at most two applications per applicant are admissible. Crucially, grants are approved in order of receipt while budget funds last — the budget can be exhausted before the deadline. There is no legal entitlement to funding; the granting authority decides at its due discretion.

The official programme documents on efre.nrw are solely authoritative — they also list the eligible measure types (including unsealing, greening, stormwater management) and the procedural details. Check the conditions on the day you apply: programmes are topped up, changed or closed.

KfW programme 444 subsidises natural climate protection measures in municipalities — such as near-natural green and water areas. Since 2026 the grant has been generally 50% of eligible costs, and 80% for financially weak municipalities (documented budgetary emergency under state law). Beware of older sources: higher rates applied until the end of 2025 — anyone calculating with 80/90% from an older fact sheet is calculating wrongly.

Planning services of HOAI work phases 1–9 for the specific project site are eligible; upstream steps such as site searches or general feasibility studies are not. The approvable grant must be at least €15,000 per application.

Here too: there is no legal entitlement to the funding — according to the fact sheet (as of 02/2026) it is subject to the availability of the funds budgeted in the federal Climate and Transformation Fund (Klima- und Transformationsfonds). That this is no formality is shown by the programme's recent history: applications were suspended from September 2024 to March 2025. Therefore check on kfw.de immediately before applying whether the programme is open and which conditions currently apply.

Both programmes address the public sector. Under the EFRE funding announcement, municipalities and their associations, special-purpose associations and, among others, research and educational institutions, chambers, associations and foundations based in NRW are eligible. Under KfW 444, it is municipal territorial authorities, municipal associations and other public-law corporations; municipal companies organised under private law (such as a Stadtwerke GmbH) can only benefit via a pass-through by their municipality, not through their own application.

Private individuals are not eligible under either programme. For companies in NRW there is the separate call Klimaanpassung.Unternehmen.NRW with its own conditions. And if, as a private owner in the Heinsberg district, you are wondering whether your town — say Heinsberg or Hückelhoven — offers its own grants for unsealing or greening: such municipal programmes and their rates are not consistently publicly available; ask your town administration directly.
